The construction was carried out by Zhang Cailiang, commander of the third battalion of the 20th Army Engineer Regiment at the time, with design by company commanders Liu Yunfeng, Chen Huaili, and Liao Guangyan, drawings by Wang Yinglan and Xu Ganquan, and the entire officer and soldier corps commissioned to build it. The construction only took three months. At that time, General Hu Lien was the commander of Kinmen, fostering the spirit of perseverance and struggle among the military and civilians of Kinmen. He personally set an example by transporting stones from Shanqian Village, two kilometers away, to build the surrounding walls of Zhongzheng Hall, which became a widely told story.
