Located about ten kilometers east of the coast of Toucheng Township, Yilan County, Guishan Island is the largest inhabited island under Yilan County's jurisdiction and the only one with residents. It is also the only active volcano currently remaining in Taiwan. Guishan Island gets its name from its resemblance to a floating turtle. After the lifting of martial law in 1988, through the dedicated efforts of the Yilan County Government and local representatives over many years, the Executive Yuan incorporated Guishan Island into the Northeast and Yilan Coast National Scenic Area in 1999. Based on the island's cultural and ecological characteristics, it has been planned as an island ecological park that offers both intellectual and emotional experiences. By controlling visitor capacity, environmental conflicts are minimized, and combined with nearby whale watching activities, it has become a popular tourist destination on the northern Blue Highway.
