Completed in 2004, the building was designed by architect Yu-Che Su with the concept of a "transparent box." Its exterior resembles a large sailboat docked by the harbor, echoing Wushigang's important historical background as a trading port and connecting to its current special geographical location at the confluence of sea routes. The interior space extends to the harbor waters and the Wushigang Reef wetlands, creating a visual sense of integration between water, shore, and museum. It has received accolades such as the International Architecture Design Award from the Illuminating Engineering Society of North America and the Yilan County Public Works Excellence Award.
