The Miaoli County Government also announced in 2001 the closure of the middle and upper reaches of Penglai Stream in Nanzhuang Township for fish conservation, completely prohibiting any fishing or angling activities within the fish conservation section, making it the first section in Miaoli County to implement fish conservation.
