In the 17th year of Daoguang, Lou Yun, the then Tongzhi of Tamsui Prefecture, to eliminate these malpractices, invited local gentry to donate funds for the Yi Du (charitable ferry), purchased charitable land, and used the annual rent from the charitable land to pay for the Yi Du expenses. Six Yi Du stations were established at various river crossings at once. This move not only solved the problem of pedestrian river crossing but also greatly helped in developing local transportation and promoting reclamation. The inscription on the Yi Du Stele reads horizontally "Tamsui Prefecture Lou's Notice", vertically in the middle "Fangli Stream Official Yi Du", the right column reads "Yi Du established from Daoguang Dingyou year, officials provide food and wages, travelers are ferried as they arrive, no fees are allowed, violations will be strictly punished by officials."
