From 1709 to 1719, Shi Shibang (1671-1743), under the name of the land developer "Shi Changling," along with local gentry such as Huang Shiqing, gathered migrants to complete the main irrigation channels of the Babao Canal on the Changhua Plain. Due to the rapid flow of the Zhuoshui River, it often formed a network of braided streams with an unstable main channel. Coupled with its wide and shallow riverbed, it was impossible to directly draw water, leading to a predicament where there was no water for irrigation. Therefore, finding a suitable location upstream with an appropriate slope to divert river water into the canal became the biggest challenge. Later, a legendary figure known as "Mr. Lin" (Lin Hsien-sheng) provided a method, which finally allowed them to overcome the difficulties.
