Zhongxing Village was built in 1950, located at the foot of Bagua Mountain. The first generation of residents were mostly descendants of General Gao Fangxian of the Shandong Qingdao Security Brigade from China, who moved to Taiwan from Qingdao, Shandong, and settled in Zhongxing Village. They went through years of conflict and passed down the indomitable national spirit here. To preserve this glorious history, the Changhua County Government has been committed to promoting cultural heritage. Research on the historical trajectory of Zhongxing Village began in 2009, and in 2010, Zhongxing Village was successfully registered as a historical building in Changhua County, making it the only complete military dependents' village remaining in Changhua. In 2012, it was selected by the Ministry of National Defense as a military dependents' village cultural preservation area, and in 2021, it was amended and registered as a settlement architectural group. The park was completed in January 2026, with comprehensive restoration of the main buildings, fire protection, landscaping, drainage, sanitation, air conditioning, and reuse facilities. A professional operating team was introduced through the "Promote Public-Private Partnership" (ROT) model. The contract was officially signed in February, and the operating team is expected to open the entire area in December, introducing specialty dining, cultural and creative brands, and integrating youth entrepreneurship and talent cultivation, even offering a rare immersive accommodation experience in a military dependents' village in Taiwan. The Changhua Zhongxing Village Military Dependents' Village Cultural Park is operated by Renwen Zhongxing Cultural and Creative Co., Ltd. in accordance with the "Act for Promotion of Private Sector Participation in Public Construction".
