Parts of this area were originally a landfill during the Japanese colonial era. Starting in 1911, it was developed into a narrow-gauge railway line that departed from Suantou Sugar Factory, transporting sugarcane and passengers. When the Taiwan Sugar Railway line was fully operational, it carried goods, coastal catches, agricultural products from the Chianan Plain, and more into Chiayi City. Its influence extended throughout Taiwan, impacting almost every aspect of agriculture and industry at the time, making it a significant contributor to Taiwan's economic takeoff. It wasn't until the early 1960s that passenger and freight services were reduced, and the narrow-gauge railway was rerouted westward to terminate in Puzi. From then on, the section from Puzi Station westward to Gangqian Road was solely used for transporting sugarcane. The narrow-gauge railway finally ceased operations in March 1999 and was subsequently dismantled by Suantou Sugar Factory, having completed its service. After the railway's removal, the tracks and sleepers were gone, and the land lost its utility, becoming neglected and overgrown. It was later used by locals for unauthorized cultivation, dumping of garbage, and discarded furniture, leading to unbearable environmental pollution. It wasn't until the Chiayi County government undertook renovation projects that it transformed into the beautiful park it is today.
