To "balance the north and south, and achieve cultural equity" and promote the cultural, educational, social, and economic development of Taiwan's central and southern regions, the Executive Yuan approved the establishment of the National Palace Museum Southern Branch in Taibao City, Chiayi County on December 15, 2004, positioning it as an "Asian Arts and Culture Museum." The exhibitions are primarily based on the museum's rich collection, supplemented by international loans, actively planning various exciting exhibitions, and fulfilling the functions expected of a modern museum, including collection, research, preservation, education, exhibition, entertainment, leisure, and cultural and creative development. The museum's architecture uses the three techniques of Chinese ink painting – thick ink, fly-white, and rendering – to form solid volume exhibition spaces and artifact storage, and void volume public reception spaces and connecting spaces, symbolizing the interwoven Chinese, Indian, and Persian cultures that have created a long and diverse Asian civilization, in line with the purpose of the "Southern Branch of the National Palace Museum – Asian Arts and Culture Museum."
