The Institute of Ethnology, Academia Sinica, was commissioned for overall planning, and a functional committee comprising academics, administrators, and indigenous opinion leaders was formed to actively promote the project. In 1986, the "Taiwan Mountain Culture Park Management Office" was established, affiliated with the Department of Civil Affairs, Taiwan Provincial Government, and officially opened for operation the following year. Following the fifth constitutional amendment in 1994, "Mountain" was changed to "Indigenous People," and the agency's name was accordingly changed to "Taiwan Indigenous Culture Park Management Office." On July 1, 1997, it was transferred to the Indigenous Peoples Commission, Taiwan Provincial Government, and renamed the "Taiwan Indigenous Culture Park Administration." On July 1, 1999, following the provincial government's restructuring (provincial demotion), it was transferred to the Executive Yuan.
