The Hualien Railway Cultural Hall was formerly the 'Hualien Port Branch Office' responsible for the Hualien-Taitung railway and highway. It oversaw the administration, construction, and operation of the East Coast Railway. After its decommissioning, through the efforts of government agencies and the public, this area was registered as a historical building of Hualien County. Restoration was completed in 2003, and it was designated as the first Hualien Railway Cultural Park. The old trees planted within the park have endured the passage of time and still stand guard over this precious railway heritage. The interior spaces, formerly the director's office and archives, have been transformed into various exhibition areas. The museum also offers a 'costume experience,' adding a unique touch of fun. The second Hualien Railway Cultural Park was converted from the old engineering and police sections, preserving early offices, a detention room, and a blacksmith workshop, exuding a strong nostalgic atmosphere. Additionally, to help the public understand the historical building and the old East Coast locomotive LDT103, which carries the historical context of the Hualien-Taitung region's development, its image has been specially shaped with the addition of a timed whistle and smoke device to recreate the historical scenes of that era.
