Zhongzheng Park is divided into three levels along the mountain:
The first level, at the entrance from the archway on Xinyi Road, leads up along the path to the Martyrs' Shrine (Keelung Shrine), the Hill of Hope, and a roller skating rink, suitable for weekend outings. The second level features the Main Altar, the venue for the annual Keelung Ghost Festival in the seventh lunar month, a great time to witness the folk festival. The third level is home to the white Guanyin statue and the Great Buddha Temple. The Guanyin statue has five floors inside, guarded by two golden lions at the front. Surrounding it are 18 Arhat statues with different expressions and postures, as well as a wishing well and the Millennium Bell. This is also one of the best spots to overlook the beautiful scenery of Keelung, offering panoramic views of Keelung Port and the city.
