During the Japanese colonial era, an aquatic products training institute was established here, responsible for aquatic product testing and crew training, making it one of the most important fishery administrative centers at the time. After World War II, it was taken over by the Republic of China Navy, later transferred to become the office of the Keelung District Fishermen's Association and renamed the Fishermen's Association Zhengbin Building. In 2003, it was registered as a historical building in Keelung. The exterior walls of the building are covered with "thirteen-groove tiles" of architectural aesthetic value. The tile surface has 13 grooves of varying heights and depths, and the yellow-brown tiles of different shades are intentionally arranged alternately. Under sunlight, looking down from a high place, it appears to have an extra layer of camouflage, which has allowed it to survive the ravages of war to this day, becoming a precious historical landscape. After its recent restoration, the building presents a new look. The restoration team selected five colors of "kiln-change tiles" to be mixed and applied to the walls, making the tile colors natural, harmonious, and rich in layers.
