Taipingshan City (Zengzailiao). Taipingshan City is located on the west coast of Keelung. Its historical axis is intertwined with the development of Keelung Port. It originated from an early fishing village at the foot of the mountain. This area is also called 'Zengzailiao', where 'Zengzai' means 'fishing net'. In the 1950s, a large number of laborers moved in, building small, dense structures along the terrain. Although the mountain city's paths may seem winding and complex, one can easily reach the top of Huzai Mountain and the famous Keelung landmark by simply following the terrain upwards. Accompanied by the west coast port area policy, the Keelung City Government initiated revitalization efforts in the settlement with a focus on the aesthetics of mountain and sea life. Through co-creation with art, the living spaces in the mountain city have been gradually improved, reducing messy areas while preserving the original way of life. In the process, a platform has been gradually built between the residents of the settlement and the city and port, injecting new vitality. Currently, there are 9 renovated spaces within the mountain city, serving as resting areas or static exhibition spaces. During market events, they can also transform into temporary event venues, such as the 'Mountain and Sea Theater', which was originally covered by corrugated iron and became a community activity space; or buildings like 'Time Memory Inn' and 'Garden View Sky', which had previously collapsed and were transformed into publicly accessible spaces in collaboration with residents. Taiping Elementary School, located above the settlement, offers a vantage point overlooking the entire city and port, forming a node for reading Keelung's rich urban spatial structure and historical context, and serving as the mountain city settlement.
