In the 51st year of Qianlong's reign (1786), Lin Shuangwen launched an uprising in Changhua, killing the magistrate of Changhua and attacking and capturing Zhuluo (Jiayi) County and Fengshan County, causing chaos throughout Taiwan. Due to the brave fighting of Taiwan's commander-in-chief, Chai Daji, not only was Tainan Prefecture preserved, but Zhuluo County was also recaptured in the first month of the 52nd year of Qianlong's reign (1787). However, after regrouping, Lin Shuangwen's forces continued to besiege Zhuluo City, and the battle was fierce, with the situation precarious. In the tenth month of the same year, Emperor Qianlong dispatched General Fukang'an, who had a distinguished military record, to lead troops to reinforce Taiwan. Fukang'an successfully defeated Lin Shuangwen and lifted the siege of Zhuluo City. Afterward, due to the commendable bravery of the soldiers and civilians of Zhuluo City in defending the city, the place name was specially changed to Jiayi. In the 53rd year of Qianlong's reign (1788), the emperor personally inscribed ten commemorative steles with turtle bases to commend Fukang'an's military achievements.
