It was jointly funded and built by Taiwan and Saudi Arabia. The architectural design was by the renowned architect Mr. Yang Cho-cheng, who also designed the Grand Hotel. The main structure is reinforced concrete with permanent beams and columns, and the exterior walls are reinforced brick with fine cement and mosaic decorations. The circular stone pillars are finished with rough-cut stone, and the main doors and windows are large floor-to-ceiling designs. Another major feature is the dome inside the main hall, which is 15 meters high and spans 15 meters without any beams or columns in the middle.
