The area near Dali Street in Monga was characterized by private sugar refineries and widespread sugarcane cultivation during the Qing Dynasty. After the establishment of the "Taipei Sugar Manufacturing Co., Ltd." during the Japanese colonial era, the landscape underwent significant transformation, becoming an industrial zone dominated by sugar factories and transportation railways. Most of the surrounding residents depended on the sugar industry or related businesses for their livelihood. After retrocession, urban planning continued the concept of mixed land use from the Japanese era, with the vicinity designated as an industrial zone. Shortly after being taken over by the Taiwan Sugar Corporation, the sugar refinery ceased sugar production and was converted for warehousing. However, related industries centered around the residual capacity of the sugar industry, such as small and medium-sized factories for chemicals, chemical engineering, food processing, and paper manufacturing, remained prevalent. In the 1940s, the predecessor of the China Times, "Credit News," took over Taiwan Sugar warehouses, initiating newspaper production and attracting surrounding printing industries. Starting in the 1960s and 1970s, the convenience of railway transportation attracted wholesale garment businesses. Throughout Taipei's development history, the Dali Street area has consistently played a production role. However, in recent years, with changes in the industrial environment and the eastward shift of urban development, the once-thriving "Hui She Wei" community and industrial landscape have gradually declined. The quality of the physical environment has also diminished due to population density and the concentrated construction of buildings, with public facilities unable to adequately serve the residents.
