Xinsheng Park was completed in 1978 and is located at the intersection of Xinsheng Elevated Expressway, Minzu East Road, Songjiang Road, and Binjiang Street, covering an area of nearly 20 hectares. The park features various facilities, including the Xinsheng Heated Swimming Pool, a baseball field, a basketball court, and a "Maze Garden" that integrates environmental concepts. In recent years, a "Global Journey Playground" has been added, providing a great place for adults and children to play, relax, and exercise. The park also has nine sculptures of various sizes scattered throughout, named "Leisurely Years," "Harmony Spreads Across the Land," "Flock of Cranes," "Hope," "Prosperity," "Friendship and Peace," "Father's Words," "The Direction of Spring," and "Unity," adding a rich cultural atmosphere to the park. Xinsheng Park was selected as one of the four major exhibition areas for the 2010 Taipei International Flora Exposition, incorporating the nearby Lin An Tai Historic House and Museum. It was planned as the "Dream Zone (Xinsheng Park)" and the "Tea Zone (Lin An Tai Historic House and Museum)," connected to the Dajia Riverside Park area, featuring the "Flower Tunnel - Green Archway" constructed with various flowers, trees, and bamboo structures. The Taipei Rose Garden is located within the Flora Expo Xinsheng Park. The Parks and Street Lights Office of the Taipei City Government transformed the outdoor exhibition area of the Health Hall into a rose garden, adding three new areas in 2021: the "Colorful Rose Garden" and the "Breeders' Garden."
