Located within the Qidong Street Japanese-style dormitory complex, the Taiwan Literature Base is one of the few areas in Taiwan with the most complete preservation of historical buildings, and was among the first batch of Japanese-style dormitories to be preserved as a whole area under the Cultural Heritage Preservation Act. The complex includes one city-designated historic site and nine historical buildings. It not only embodies rich local stories and connections to the experiences of citizens, but also highlights the contemporary significance of the revitalization and reuse of the last remaining cluster of Japanese-style dormitories in Taipei City. In the chessboard-like, orderly center of Taipei City, Qidong Street is like a casual smile, crossing between Jinan Road and Zhongxiao East Road. Behind this smile lies a long history—during the Qing Dynasty over two hundred years ago, this area was an ancient road called "Sanbanqiao Street" leading to Songshan and connecting to Keelung. At that time, this area was filled with endless paddy fields and ponds. Among the canals, paddy fields, and ponds, the unnamed Qidong Street meandered, taking on the important responsibility of transporting daily necessities such as rice and coal. Between 1920 and 1940 during the Japanese colonial era, the Governor-General's Office successively built Japanese-style civil servant dormitories here, which are the current Qidong Street Japanese-style dormitory complex. At the same time, various industrial companies and factories gradually gathered in the area, commercial activities became increasingly developed, and this also led to the establishment of the "Chengdong Hui" organization in the area.
