The Taiwan Governor-General's Railway Department, a national historic site, is located between Zhongxiao West Road, Tacheng Street, Zhengzhou Road, and Yanping North Road, and is under the jurisdiction of the state-owned Taiwan Railways Administration. In 1885, Liu Mingchuan, Governor of Taiwan, hired British and German consultants to build the Machine Bureau at the Tamsui River pier to assemble firearms and ammunition and mint currency. It included a smelting plant and a forging workshop. In 1895, the Japanese military took over the Machine Bureau and renamed it the Taipei Arsenal, manufacturing and repairing weapons for the army. It could produce projectiles, fuses, rifle bullets, cartridges, ships, and railway bridges. Later, it was renamed the Taiwan Artillery Factory. In 1900, it was transferred from the Ministry of the Army to the Railway Department and renamed the Taipei Workshop in the same year. In 1908, the West Coast Longitudinal Railway in Taiwan opened, greatly increasing railway traffic and the demand for vehicle maintenance. In 1909, the Taipei Workshop expanded eastward, building new vehicle repair shops and paint shops. Starting in 1915, the original buildings on the south side of the site were demolished. In 1918, the Railway Department building was constructed, coexisting with the Taipei Workshop, forming a configuration of a south building and a north factory, until the Taipei Workshop relocated to Songshan (now the National Historic Site Taipei Railway Workshop) in 1934. The block originally had nearly forty buildings. After the construction of the MRT in 2005 and the demolition of non-preserved structures during the historic site restoration in 2013, ten buildings remain, including eight legally designated structures.
