Major General Chang Mu-tao, the regiment commander, also served as the commander of the Northern Pacification Zone. The original site of the 4th Regiment was initially Hongji Hospital, established by Dr. Lin Ching-yue. It was later taken over by the Taiwan Governor-General's Office and established as the Gengsheng Institute, a treatment facility for opium addicts and narcotic poisoning patients. After the war, following the relocation of the institute, the Military Police 4th Regiment moved in.
