On February 27, 1947, Monopoly Bureau inspectors were conducting inspections in the vicinity of Tianma Tea House. A cigarette vendor, Lin Jiangmai, was apprehended, and his money and cigarettes were confiscated. Lin pleaded with the crowd, and during the argument, inspector Ye Degen injured Lin. The enraged crowd and inspector Fu Xuetong fired a gun to intimidate, accidentally killing bystander Chen Wenxi, which further escalated the incident. The next day, citizens gathered and marched from Taipei Bridge to the Monopoly Bureau to petition, which led to the February 28 Incident.
