Guanghai Seawall is located within the Waziwei Nature Reserve in Bali District, New Taipei City, at Lane 87, Section 1, Zhongzheng Road. It faces the estuary, with Fisherman's Wharf to the right and Bali to the left. The seawall is a total of 306 meters long and is at the northernmost point of the Waziwei Lagoon's river mouth, making it the best spot to view both banks of the Tamsui River and the estuary. There was once a military presence near Guanghai Seawall, which prohibited entry, but it has since been opened for visitors to enjoy the waves, birdwatching, and scenery. Bali Waziwei and Tamsui Youchekou face each other across the Tamsui River, where the mighty Tamsui River flows into the Taiwan Strait.
