The elevated site overlooks the Tamsui River and the beautiful scenery of Guanyin Mountain. The original site of the building was farmland for Xuehai Academy during the Qing Dynasty. The current address is No. 19 Mackay Street, adjacent to Tamsui Library, the White House, and Wenhua Elementary School. The architecture is full of Japanese style and it was the first private residence in Taiwan with tap water facilities. It not only has epoch-making significance for the development of Taiwan's tap water industry at that time but is also one of the most historically valuable aspects of this residence.
