Chihkan Tower is arguably the most important historical site in Tainan's Central District, and along with Anping Fort in Anping, it is one of Tainan's two major stars. In 1652, the Dutch established Fort Provintia here, laying the foundation for Tainan's position as an administrative and commercial center. After more than 300 years of renovations and reconstructions, it has taken on its current appearance. Inside, there are the Sea God Temple, the Wenchang Pavilion, and the Penghu Academy. On the surrounding lawn stands a statue of Koxinga accepting surrender, which always draws the careful attention of domestic and international tourists, evoking the heroic spirit of Koxinga in those days. The most eye-catching feature is the nine imperial steles moved from the side of the Great Southern Gate, carried by beasts resembling stone turtles called Bixi. Legend has it that Bixi is one of the nine sons of the dragon and is naturally fond of carrying heavy loads. Because of Bixi, Chihkan Tower is imbued with many legendary stories that are still talked about today.
