This formed a unique religious landscape of governance, divided between the earthly and the underworld, the living and the dead. The God of Justice in the underworld presides over judgments. Folk beliefs hold that after death, souls first appear before the City God for judgment. Based on their actions during life, good deeds and wrongdoings are calculated to determine whether the soul will enjoy bliss in heaven or be cast into the eighteen levels of hell. Therefore, within the Prefecture City God Temple, one can find displays with strong moralistic messages. The famous plaque "You Have Arrived" reminds visitors to question themselves whether they have done anything against their conscience. The large abacus hanging above symbolizes the City God calculating right and wrong, good and evil. The torture instruments in the main hall are props used during investigations, which appear chilling but also serve as a warning to believers that they must act with a clear conscience.
