This was originally the Tainan Prefectural Assembly Hall, a building. This was originally the Tainan Prefectural Assembly Hall, a three-story building completed in 1935. Its facade is currently obscured by additions along the Zhongzheng Road elevation, but the original appearance of the Tainan Prefectural Assembly Hall can still be seen from the rear. After World War II, in the 1950s, it became the location of the Tainan City Council. Later, the council moved to Anping, and after 1998, it was vacant for a period. It was later used by the Photography Culture Center and became the Tainan City Council Historical Archives Museum, displaying many precious historical materials and photographs of Tainan's council history. In 2018, to solve the problem of insufficient space at the Central-West District Library, the city government decided to relocate the library to the former Tainan Prefectural Assembly Hall, a city-designated historic site. After four years of renovation, it reopened in 2022.
