In 1624 AD, after the Dutch built Fort Zeelandia in Anping, due to the relationship with the hinterland, they chose Chihkan on the opposite bank of Taijiang (then known as the location of the Siraya people's Chihkan settlement) to build another political and economic center – Fort Provintia (present-day Chihkan Tower). They also developed Chihkan Street and Provintia Street, opening a new chapter in the prosperous commercial history of the provincial capital.
