The company was established in 1916 (Taisho 5, Republic of China year 5). In July 1922 (Republic of China year 11), the Japanese implemented a monopoly on alcohol in Taiwan, acquiring and merging over a thousand private distilleries. They established distilleries in Taipei, Shulin, Taichung, Puli, Chiayi, Tainan, Pingtung, Hualien Port, Taitung, and Yilan. The distillery established in Chiayi was initially under the Tainan Branch of the "Taiwan Governor-General's Monopoly Bureau." In 1924 (Republic of China year 13), the Chiayi Branch was established, and the distillery was then transferred to the Chiayi Branch. During the period of 1943 (Republic of China year 32) to 1945 (Republic of China year 34), amidst the American bombings of World War II, most of the distillery's buildings and equipment were damaged by the bombings. After Taiwan's restoration in October 1945 (Republic of China year 34), it was taken over by the Taiwan Provincial Monopoly Bureau, which actively undertook repairs. In 1967 (Republic of China year 56), due to the improved quality of Kaoliang liquor and a surge in sales, an expansion and production increase was approved in June of that year. The plan was to increase the monthly production of Kaoliang liquor from 400 kiloliters to 6,000 kiloliters. Construction began in October of the same year and was completed in 1970 (Republic of China year 59).
