At that time, a fort was built on the high ground between Wai'an and Nei'an in Xiyu, equipped with four new Armstrong breech-loading cannons. The following year, Xiyu East Fort was added on the high ground in Nei'an. Xiyu West Fort was large in scale, and its construction was very arduous, completed in the 15th year of the Guangxu reign.
