Shuizhen Engong Shrine is located on Provincial Highway 27A at kilometer 13 in Liugui District. In the third year of the Xianfeng reign of the Qing Dynasty, Huang Xianren, originally from Haixian County in Guangdong, moved to Xinwei Village. He discovered that residents in the area from Xinwei to Erpo primarily cultivated dryland fields, indicating a lack of irrigation water. Therefore, after observing the local terrain, Huang Xianren rode his ox to Erpo and personally used tools to excavate an irrigation channel, intending to divert water from the Laonong River to this area. With the collective assistance of the villagers, the irrigation channel was eventually completed. The abundant river water has since irrigated over 200 chia of farmland in the Xinwei area, leading to increased food production.
