It was once a famous agricultural and commercial center in Taiwan. For a century, industries such as rice, lemongrass, bricks and tiles, and rush weaving flourished. However, with Taiwan's industrial transformation and environmental changes, the rush weaving industry has gradually declined due to labor loss, becoming a sunset industry in need of protection. In 2009, the community broke through the thinking of community organization operations and formed the "Taiwanese Rush Industry Society" composed of community residents. The society positioned itself as a seed for promoting the revival of traditional industries, implementing many plans to promote the rush weaving industry, actively cultivating rush weaving talents, and promoting innovation in rush weaving product design. With numerous domestic and international awards and continuous invitations for design collaborations, the entire rush weaving industry began to show signs of recovery. At this time, the lack of hardware in the community was also discovered – there was no localized cultural and artistic space for exhibiting, exchanging, and learning about rush weaving crafts, nor a venue for the general public to understand and learn. In view of this, the late former chairman of the Shanjiao Community Development Association, Mr. Yeh Wen-hui, actively sought various possibilities during his tenure as chairman, hoping to build a suitable exhibition space for the community's rush weaving industry. However, building an exhibition hall is not only time-consuming but also prohibitively expensive.
