The base has gone through three stages of development. The first stage was the base for "Taiwan's first self-operated local publication" – "o’rip". "o’rip" was founded by Wang Yu-ping, who previously worked as the director of Eslite Spectrum's planning department and understood the importance of local discourse, after moving to Hualien and gathering partners. The publication is a bimonthly magazine with a print run of 5,000 copies. It receives no subsidies and is distributed to hundreds of specialty stores in Hualien and across Taiwan for readers to pick up. From its inception until 2016, it received much positive feedback. It not only attracted travelers from other cities and foreign visitors to explore the local culture of Hualien, but some readers even visited the base, "Pushi Coffee", seeking information about relocating, thus becoming a cultural window for many travelers to understand Hualien at that time. "o’rip" was also invited by Yuan-Liou Publishing Co., Ltd. and Global Views Monthly Publishing Co., Ltd. to compile content and publish "Secret Paths to Hualien" and "Railways, Valleys, and Friends' Homes", recommending Hualien's cultural background and lifestyle.
