The base has gone through three stages of development. The first stage was the base for "Taiwan's first self-operated local publication" – "o’rip". "o’rip" was founded by Wang Yu-ping, who previously worked as director in Eslite Spectrum's planning department and understood the importance of local discourse, after moving to Hualien and gathering partners. The publication is a bimonthly magazine with a print run of 5,000 copies. It does not receive any subsidies and is distributed to hundreds of characteristic stores in Hualien and Taiwan for people to pick up and read. From its publication until 2016, it received a lot of feedback. In addition to attracting travelers from other cities or foreign countries to explore the local cultural landscape of Hualien, some readers even visited the "Pushi Café" base hoping to provide various information about relocating, becoming a cultural window for many travelers to understand Hualien at that time. "o’rip" was also invited by Yuan-Liou Publishing Co., Ltd. and Global Views Monthly Publishing Co., Ltd. to compile content and publish "Secret Paths to Hualien" and "Railways, Valleys, and Friends' Homes", promoting Hualien's cultural background and lifestyle.
