In 2001, the Ciaotou Cultural and Historical Association and a group of artists transformed this historical industrial site into a cultural preservation settlement, launching the first phase of the "Ciaotou Sugar Refinery Art Village" artist-in-residence program. In 2008, the artist-in-residence program began to be jointly managed by Ciaotou White House Co., Ltd. and the Taiwan Art Development Association. They leased the original guesthouse space and several warehouses from the Taiwan Sugar Corporation, focusing on cultural heritage, environmental education, popular aesthetics, and art collections, and have continuously promoted the artist-in-residence program with funding raised entirely by the private sector. Not only does it provide accommodation and studios for artists, but it also hosts events with different themes each season. Ciaotou Sugar Refinery ceased sugar production in 1997. In 2002, the Kaohsiung County Government designated it as a county-level historic site. Its sugar mill, Japanese-style wooden dormitories, air-raid shelter, red brick water tower, and century-old forest are well-preserved relics from the past. The sugar mill itself is still operated by the Taiwan Sugar Corporation but has gradually transformed into a leisure and tourism industry, now renovated as the Taiwan Sugar Museum. The refinery is adjacent to the Kaohsiung MRT line, and a tourist narrow-gauge railway operates on weekends, making it an important tourist attraction in southern Taiwan.
