Starting in the 1970s, with the rise of garment factories, the tailoring business was greatly affected, and income decreased significantly. To give his wife a side business while taking care of the children and increase family income, Cai Chongming went to the Wushulin Salt Field in Kaohsiung to learn how to make baozi and mantou from his elder brother and sister-in-law. Cai Chongming's brother and sister-in-law were employees at the Wushulin Salt Field's welfare store and had learned to make baozi and mantou from an elderly mainland Chinese man to increase their income. Cai Chongming learned the methods for making baozi and mantou and returned to Xinwen to start selling them. Initially, his skills were not yet proficient, and he would consult an elderly mainland Chinese man, known as "Hai Kongzai," who was a salt worker at the Budai Field Office, for advice. Through continuous improvement and development, he achieved his current reputation. His son, Cai Chengen (born 1979), returned to help and learn in 2010.
